CEDAR RAPIDS, Iowa (KCRG) - The state Ombudsman is warning county jails in Iowa are misusing restraint chairs. It released a report of it’s recommendations for all of Iowa’s jails on Thursday. “I really just want to see that thing go in the garbage,” Boone County Sheriff Andy Godzicki said.
